      During State Level Programme for observance of Odisha Disasters Preparedness Day, on 29th October 2023, two portals – ODRN (Odisha Disaster Resource Network) https://odrn.nic.in and SAMARTH (Statistical Analysis, Monitoring & Assessment of Resources in Training & Handholding)  https://samarth.odisha.gov.in/ were launched by Shri Sudam Marndi, Hon’ble Cabinet Minister for Revenue & Disaster management and School & Mass Education, Govt. of Odisha in the presence of Shri Pradeep Jena, IAS, Chief Secretary, Shri Satyabrata Sahu, IAS, SRC and Additional Chief Secretary (DM), Shri AugusteTano Kouame, Country Director, World Bank, India, Dr. Gyana Das, IAS, MD, OSDMA, Dr. Ashok Kumar Hota, DDG & SIO, NIC, Odisha and other dignitaries.

      Odisha Disaster Resource Network (ODRN) is a Web-GIS application for preparation of Disaster Management Plan at all levels. The application will help the state and district administrations to mobilize the resources for proper management and mitigation during any type of disaster.

      SAMARTH is a Web enabled application for monitoring & management of training and capacity building on disaster resiliency and crisis response. The application will help the Odisha State Disaster Management Authority (OSDMA) to manage and monitor different training and capacity building programmes conducted for ODRAF, civil defence, shelter volunteers, NGO staff, departmental employees, etc. at different levels of administration from state to gram panchayats.

      Appreciating the efforts, Dr. Gyana Das, IAS, MD, OSDMA informed that the applications will facilitate the state for better planning and preparedness for any type of disasters in future.

    • Launching of Vigilance Investigation and Prosecution Management System by Honourable Chief Minister, Odisha

      Hon'ble Chief Minister, Odisha, Shri Naveen Patnaik launched the Portal of Vigilance Investigation and Prosecution Management System, designed and developed by NIC, on the occasion of State Level Function for Vigilance Awareness Week on 30/10/2023.

      The purpose of the application is to provide a web interface for entry and retrieval of Vigilance case details starting from FIR entry, Charge sheet, Investigation module consisting ofExamination Complainant / witness, Seizure Zima, 161 Statements, Case Diary Entry, Plan of Action, Expert Opinion, Legal Scrutiny Report and Detail Report Entry etc., Trial and Judgement of the cases.

      This software will facilitate communication between Vigilance Officers, Prosecuting Officers, Investigating Officers, SPs, DIGs, IGs, and Addl. DG and Director in the Department.Pre-formatted forms capture data in every step of the process flow starting from FIR to disposal of cases. Similarly, pre-formatted reports are designed to generate registers and various reports.

      Launching of  Vigilance Investigation and Prosecution Management System by Honourable Chief Minister, Odisha
    • State Level Workshop on eOffice 7.0 at Bhubaneswar, Odisha

      The State Level Workshop on eOffice 7.0 was successfully conducted on 16th September, 2023, at State Institute for Rural Development and Panchayati Raj (SIRD & PR) Conference Hall in Bhubaneswar, Odisha. The workshop was organized by NIC in collaboration with the Centre for Modernising Government Initiative (CMGI), Govt. of Odisha. The main objective of the workshop was to facilitate interactions among  stakeholders, showcase new initiatives under the eOffice Project, enhance awareness and adoption of new offerings and gather suggestions and feedback from end users through focused discussions and brainstorming.

      More than 150 officers from different departments of the Government of Odisha participated in the workshop in person and  officers from the 30 districts of the state joined through video conferencing.

      Shri R. S. Gopalan, IAS, Commissioner-cum-Secretary, Department of Labour & ESI, Government of Odisha, Chief Guest in the workshop commended the efforts of NIC in developing the robust and powerful automation software that has brought transparency to official work. Shri Gopalan stressed on the importance of utilizing the eOffice application suite across all departments and districts in the state.

      Smt. Rachna Srivastava, Deputy Director General (DDG) and HoG (eOffice), NIC, New Delhi, along with Shri Kapil Kumar Sharma, Senior Director (IT), gave a detailed presentation of the latest version, Version 7.0, of the eOffice application.

      Participants engaged in constructive discussions with the HoG(eOffice) and her team to clarify doubts and confusions. The workshop provided an opportunity for districts, state departments, directorates, PSUs, and universities to share their issues and experiences at the ground level.

      The eOffice brochure containing features of eOffice 7.0, Components of eOffice, eOffice implementation status etc. was released on this occasion.

      During the event, Jagatsinghpur District was felicitated for its exemplary accomplishment in successfully implementing the e-office system up to the Gram Panchayat level.

      Hon’ble Chief Minister of Odisha, Shri Naveen Patnaik officially launched the visitless services under a brand name ‘MO PARIVAHAN SEVA’ and the Next Gen mParivahan App on 23rd August, 2023 in the presence of Hon’ble Minister of Transport, Smt. Tukini Sahu,  Hon’ble Minister of Electronics & IT, Shri Tusharkanti Behera, the Chief Secretary to Govt of Odisha, Development Commissioner, Secretary to CM-Transformation and Initiatives (5T), Principal Secretary of C & T dept., IT Secretary, Transport Commissioner of Odisha, Dr. Ashok Kumar Hota, DDG & SIO of NIC, Odisha, Dr R K Das, DDG & HoD and Shri Prasant Kumar Nayak, Sr. Director(IT) & Project Coordinator etc.

      To ensure good governance and encourage citizens to use digital platform, Govt. of Odisha dedicated certain online services for the citizens. Any individual desirous of availing various online services of Transport Department through the portal https://parivahan.gov.in or Next Gen mParivahan App, developed by National Informatics Centre, is required to undergo Aadhar authentication.

      Any person not having Aadhar can also avail such services in physical form by establishing the identity by submitting an alternative document physically with respective RTO authority as per CMVR, 1989.

      Similarly, to provide more convenience to the citizens and to increase accessibility, Ministry of Road Transport and Highways (MoRTH) in technical collaboration with NIC, has developed a super app “Next Gen mParivahan” encapsulating all the features, functionalities and related utilities pertaining to transport related services on a single platform.

      This app will help in improving transparency and ease of service access by connecting all stakeholders through a common system and all the information will be one click away. Various services and utilities of Vahan, Sarathi and eChallan etc. have been included in the Next Gen mParivahan app with state-specific customizations.

      The first version of the app with certain online vehicle, driving license and eChallan related services and utilities have been developed. The app is available on both Android and iOS platforms. This will be of great benefit to citizens in general and is likely to be potential game changer.

    • Bhoomi Samman Award 2023 - Odisha Emerged Best State in Country

      Odisha has been conferred with the Bhoomi Samman Award 2023 as the Best State in the Country for its outstanding achievements in the implementation of the Digital India Land Records Modernization Programme (DILRMP). Out of 68 districts of the Country, 19 districts of Odisha have attained 100 percentages of objectives of DILRMP and have bagged the prestigious awards.

      Hon’ble President of India, Smt. Droupadi Murmu conferred the prestigious award in Vigyan Bhawan on 18th July 2023. The districts were represented by the respective Collectors / ADMs.

      It may be noted that, all services of Revenue & Disaster Management Department can be applied, tracked and availed online. More than 13,000 cases have been heard and disposed through virtual courts. Nineteen districts of Odisha have attained 100 percentages of its objectives in many components such as digitization of textual records, digitization of spatial records, integration of textual & spatial data, computerization of DSR/SR offices, integration of Tahasils and registration offices, construction of modern record rooms etc.

      On 10th August 2023, a felicitation ceremony was also held at Lok Seva Bhawan Convention Centre, Bhubaneswar where in Hon’ble Chief Minister, Odisha, Shri Naveen Patnaik distributed Trophy & Citation to the team comprising officers from 19 districts for their outstanding work in computerizing land records.

      Delivering the welcome address Shri Satyabrata Sahoo, IAS, Additional Chief Secretary, Revenue and Disaster Management Department appreciated the contribution of NIC in achieving this award.

      Role of NIC in Computerisation of Land Records, Digitization of Cadastral Maps, Linking of Textual and Spatial Data of RoR (Record of Rights), Computerisation of Modern Record Rooms of Tahasils, Linking of Revenue Offices with SRO (Sub-Registrar Offices)  has immensly facilitated this outstanding performance.

      Speaking on the occasion, Hon’ble  Chief Minister congratulated the revenue administration and the districts for the award and said that 100 per cent digitisation of land records by all other districts will be completed by the end of this financial year.

      Shri Jyoti Prakash Das, IAS, Inspector General of Registration (IGR) delivering the vote of thanks highlighted the contribution of NIC towards this achievement.

      Bhoomi Samman Award 2023 - Odisha Emerged Best State in Country

      Director General, NIC, Shri Rajesh Gera visited NIC Odisha State Centre (OSC), NIC, Bhubaneswar on 28th July, 2023. He had a meeting with Shri Pradeep Kumar Jena, IAS, Chief Secretary to Govt. of Odisha and  discussed various projects and activities carried out by NIC Odisha State Centre for the State Government.

      DG visited the Odisha Legislative Assembly (OLA) and discussed about National e-Vidhan Application (NeVA) with Sri Dasarathy Satpathy, IAS, Secretary, OLA. He interacted with officers of Assembly and saw various infrastructure created for the project.

      DG went around NDC, Bhubaneswar and held meeting with HoDs of NIU. He interacted with all officers of NIC, NIU and Centre of Excellence for Application Security at Bhubaneswar. He discussed about the future plans and the security issues of NIU in detail with Head, NIU and other officers there.

      DG released the NIC Odisha State Profile of Services – July 2023.

      DG visited Tehsil, Block and Gram Panchayat Offices in Kujanga of Jagatsinghpur District on 29th July, 2023 and interacted with the Tehsildar and other officers there. He also enquired about various citizen services in one of the Common Services Centre (CSC) there and also availed a paid service himself.
