NIC Headquarters
National Informatics Centre (NIC) was established in 1976, and has rich experience in providing ICT and eGovernance support to the Government for the last 4 decades and bridges the digital divide. It has emerged as a promoter of digital opportunities for sustainable development. NIC spearheaded “Informatics-Led-Development” by implementing ICT applications in social and public administration and facilitates electronic delivery of services to the government (G2G), business (G2B), citizen (G2C) and government employee (G2E). NIC, through its ICT Network, “NICNET”, has institutional linkages with all the Ministries /Departments of the Central Government, 37 State Governments/ Union Territories, and about 720+ District Administrations of India.
NIC has been closely associated with the Government in different aspects of Governance besides establishing a Nationwide State-of-the-Art ICT Infrastructure; it has also built a large number of digital solutions to support the government at various levels, making the last-mile delivery of government services to the citizens a reality.

State Offices
National Informatics Centre (NIC) provides nationwide ICT infrastructure to support e-Governance services and various initiatives of Digital India. NIC has been associated with design and development of software for improving delivery of services undertaken by government departments at State and District level.
ICT infrastructure of NIC viz. NICNET, NKN, LAN, Mini Data Centre, Video conference studios, messaging service, Webcast facilities are the key constituents of NIC services across all 37 States/ UTs and 720+ Districts.
In order to design, development and implementation of various eGovernance initiatives and Digital India programme, NIC State Centres along with their respective District Centres are continually engaged to automate and accelerate eGovernance processes in close interaction with Government Departments.
NIC State Centre, Odisha
Since its inception in 1985, National Informatics Centre, Odisha Centre at Bhubaneswar, designated for many years as one of the four regional Centres of NIC, has been working with firm commitment to deliver and match the expectation of people of Odisha. The inception of National Data Centre at Bhubaneswar by Govt of India and the adoption of 5Ts, the new citizen centric service delivery concept, by Government of Odisha brought NIC, Odisha to set its new voyage with all vigour for optimistic ICT endeavours.
Contribution of NIC, Odisha in the realm of the State’s e-Governance space has been significant and to a great measure, it has been instrumental in overall growth of ICT in the State. With ever increasing surge in demand for digital service, the capability of NIC and its recalibrated effort as per State’s mandate both in service delivery and underlying automation would be of immense help.
With adoption of NextGen Technologies in governance such as Data Analytics, Security, Cloud, Mobile computing etc., Odisha is sure to leap frog to a different league.
Major Projects by NIC, Odisha
In the Agriculture Sector Application of IT has been exceptional in Odisha. Starting from Input Management and Input licensing system to Pest surveillance and Agri-processing have been automated end to end thus giving much awaited impetus for sustained agriculture development as per the State Agriculture Policy. It is indeed a matter of pride that some of these efforts in transformational change in agriculture have been adopted by other states, like Seed certification Automation System in Uttarakhand, with visible impact at the National Level as well. Use of various Smart technology like Mobile App, Progressive Web App, Hybrid App, Offline friendly Application, Artificial Intelligence along with cost cutting technologies like cloud computing and multi-tenancy etc.
A centralized Farmer Registration System has been developed having over 24 Lakhs registered Bank account validated farmers and applications relating to DBT of incentives developed by NIC Odisha in domains like Farm Mechanization, Solar Pumps Set Distribution, Cluster River Lift, Jalanidhi, Mukhya Mantri Krushi Udyoga Yojana etc are integrated with this centralized farmer’s DB for identification and subsidy disbursement. A licensing system has been designed for seed, pesticide and fertilizer. A Mobile based pest advisory with e-pest surveillance and Crop weather Watch-group system has been designed for rendering enhanced services to farmers.
Under the Land Records project of the revenue department , “eMutation” application is implemented all the 317 Tahasils of Odisha for online mutation of Record of Rights. More than 15 types of mutations such as Sale Purchase, Partition, Inheritance, Lease etc. are included in the system. In Odisha 100% online transaction based system is running. The Mutation on map using BhuNaksha is compulsory for every mutation case in LRMS.
e-Pauti is the Online Land Revenue Payment and “PAUTI” MobileApp is also available. This is a long awaited system of maintaining Electronic Tenant Ledger for the public to deposit their Land Revenue online, sitting at home.
Land Acquisition, Rehabilitation & Resettlement Management System application is developed with new Land Acquisition act, 2013. It is currently operational for Works, Water Resources, Industry and Transport.
ServicePlus is another unified platform based on multi-tenant architecture for delivering electronic-services to citizens. It provides all types of components and modules and one only needs to define, configure and commission an e-service with workflow, real-time information, dashboard etc. Digital Signature has been used for approving and issuing the certificates.
eProcurement was a mission mode project taken up by Govt. of Odisha with NIC as a technology partner Being directly supervised by CM, Odisha, massive Government Process Re-engineering exercises were taken up by NIC which became the base for development of a generic web based eProcurement project now called GePNIC- “Government eProcurement System of National Informatics Centre”.
In 2019, Govt. of Odisha received the Award at National level as One of the Best Performers amongst State Governments based on electronic tendering.
e-Transport is a country wide Mission Mode Project of NIC, has successfully automated the operations of RTOs across the country. The project has set up a consolidated nationwide transport database. In Odisha, the e-Transport project is an extensive array of G2G, G2B and G2C services, benefitting citizens, transporters, vehicle dealers, manufacturers, police & security agencies, banks and insurance companies, along with various Government Departments. The centralized, web enabled versions have applications namely Vahan for vehicle registration and related services, Sarathi for driving license services, e-Challan for road offenders, e-Checkpost, Fancy Number Auction System, PUC for online pollution certificate & mParivahan the mobile app with number of online services including e-payment and appointment booking system that reduces/eliminate footfall to RTO offices. The e-Transport Application is equipped to play a significant role in enhancing the quality of services rendered to common citizens through the intervention of appropriate technology and processes.
Odisha Geo-Portal is a multi-layered GIS platform comprising of 37 seamless state wide base maps, satellite images of varying scales and resolutions aligned as per the global geo-spatial standards. It is an essential component of Digital India program to ensure easy, effective and economical governance. These rich data sets are also published in National GIS Portal called “BHARAT MAPS” using NICMAPs Services which could be used as a service for asset mapping and to provide GIS based decision support system to state government departments and district administrations for delivering citizen centric services.
Industrial Water Consumption and Revenue monitoring System(IWCRCM) processes Industrial Consumer base creation, Online meter reading, automatic bill generation, treasury payment gateway integration, over-draw alert, report generation to help bring in transparency in the entire system in the state.
IoT (GPRS) based devices are installed as remote modules and gather data from sensor based measuring analyzers thus compiling, processing, and uploading the data to servers along with additional information regarding location, timestamp etc.
EDSoft in the energy is developed for online collection and monitoring of Electricity Duty (ED) of Captive Power Plants (CPP) which radically enhanced collection of electricity duty. Ensuring transparency at all level, the system deals with consumer database, calculates Electricity Duty, facilitates e-payment, monitors arrear, exemption, export grants etc.
ELBSoft is a web based System which equips Electrical Licensing Board of Odisha with appropriate ICT tool to develop the Contractors, Supervisors and Electrical workmen database, to Issue / renew / cancel licenses, to facilitate e-payment, to conduct examinations and publish result over the portal bringing in the transparency, enable various organizations to validate / cross check the licenses etc.
Integrated Recruitment Management System has been implemented in Odisha Sub-ordinate Staff Selection Commission (OSSSC) to carry out direct recruitment to various Group B & C District Cadre posts in Govt. of Odisha. It has automated complete Recruitment and Selection Process of the Commission for all the Pre & Post Examination and Post Selection recruitment processes
Enterprise framework is an established way which calls for comprehensive study of the system and prepares e-Governance solution (including Data, Applications, Technology, Security etc to ensure resilience of the system to meet dynamic business requirement with optimum cost.
The IndEA framework notified by Govt. of India gives impetus towards a whole-of-Government approach. As emphasis has been laid on architecture, IndEA framework would provide the base for planning and designing an Architecture/framework for State as a whole and for various departments thus eliminating existing processes in silos. It is my pleasure to inform that NIC has taken substantial lead in developing and preparation of these Enterprise artefacts recently, some of the initiatives being, designing of Architectural Frame work like University Enterprise Architecture Framework involving 107 universities, Public Service Commission-Enterprise Architecture, HP, Digital NIC Architecture, Ministry of Drinking Water and Sanitation Enterprise Architecture, Document Registration System, Pune and Land Hub Enterprise Architecture (LEAP) module of ePragati, with the recent one being development of State Enterprise Architecture for Meghalaya Government. NIC has also designed a training module for Lal Bahadur Shastri National Academy of Administration (LBSNNA) on Enterprise Architecture.
The Government Instant Messaging System, GIMS, the instant messaging platform for Government communication, designed to suit the hierarchy and communication policies of the government and Adaptable to both the central and state government organizations for intra and inter organization communication has been developed.
NIC has developed all the district portals through S3WaaS platform i.e Secure, Scalable and Sugamya websites as a Service. This Complete SaaS solution, built upon cutting edge Open Source technology stacks enables the sites GIGW Compliant, Responsive, Accessible and Bi-Lingual.
Other than these major initiatives, NIC Odisha is providing support to most of the major domains of the govt. including Judiciary, Police, Election, Open Government data Platform etc.
NIC is implementing the flagship applications such as eOffice, DARPAN, eHospital, eCounselling, eScholarship, SwaaS, ePrisons, eGranthalay etc. and also extending support to all 30 districts of Odisha
NIC has setup Centres of Excellence for Artificial Intelligence and Data Analytics. Use of mobile technologies has greatly helped in delivery of services to citizens along with planning and decision making in the government. Centres of Excellence for application security and Computer Emergency Response Team (NIC-CERT) have been established to continually protect over 10,000 NIC managed government ICT applications, portals and websites and other government cyber infrastructure from cyber-attacks/threats.
One of NICs CoE in Application Security established to provide state-of-the-art Security solutions & services for the IT needs of the Government of India, and establishing best practices, standards and initiatives in Application security is located in Bhubaneswar, others being in Guwahati, Jaipur, Lucknow, Thiruvananthapuram
National Data Centre, Bhubaneswar
A National Data Centre was established in Bhubaneswar in 2018 and is a state of the art data centre, the fourth one after Delhi, Pune & Hyderabad, catering to the cloud and co-location needs of government departments and PSUs. Recently Open Stack Cloud has been implemented here. The national portal of India, india.gov.in is running successfully from this setup among many other applications. The DR setups of eTransport, DBT of Fertilizers, Integrated Management of Public Distribution System, Women & Child Development, Revenue Management System of Delhi Jal Board are also running in co-location mode from NDC Bhubaneswar.
With adoption of NextGen Technologies in governance such as Data Analytics, Security, Cloud, Mobile computing etc., NIC Odisha is surging ahead in the area of eGovernance and would continue to play a pivotal partnership role with Odisha Government in its efforts to perform, reform and transform.
